I have over 63 years of civilian and military experience in Navy Combat Weapons Systems.  Provided Systems engineering support to Raytheon for the LPD 17 Program. Managed the electronic Warfare Program, which provided proficiency training on installed Electronic Warfare Systems on board all U.S. Navy combatants. Managed the operations of the Range Electronic Warfare Simulator (REWS), providing technical expertise for Electronic Warfare (EW).  In conjunction with range operations, I am a technical subject matter expert for radar’s, optics, communications, electronics, and computer systems hardware and software design.  I have a wide range of experience in acoustic intelligence analysis, reporting, plotting and engineering.  I am a qualified Department of Navy Computer Security Analyst.  I have conducted risk assessments on various military shore installations.  Prepared Configuration Management (CM) Plans to control engineering changes for hardware, software and to control interfaces to insure the discipline that ensures that at any time a determination can be made of the current state of the program, the types of existing discrepancies, the status of actions needed to correct deficiencies and the characteristics of any version of the hardware or software under development or in use. Developed a Job Task Analysis for operators of the Slow Walker System for the Navy Space Surveillance Command, plus developed lessons using CDS/GENESIS Authoring system for all watch officers and operators of the system.  I have wide area experience in all categories of weapons systems, intelligence, surveillance, combat direction systems, data distribution systems and practical expertise on tactical decision making contribute to in-depth comprehension of the Navy C4I problem from the National Command Authority to the individual platform level with extensive emphasis on battle group and battle force C4I and combat systems engineering, application and far term conceptualization.  I have had over eight papers and articles in the field of Technical Strategic Planning published.
